Helicopters are small winged items which spin on a hard surface and then propell themselves upward in a verticle fashion. These devices must be used in a large open area and launched from a hard smooth surface  with a minimum surface  area of 24" in diameter.  They are not to be used during dry or windy conditions and should be used at least 75 feet from all spectators.
